Right to Information Act

Guru Nanak Dev University established at Amritsar on November 24, 1969 to mark the 500th birth anniversary of Sri Guru Nanak Dev Ji is both a residential and an affiliating University.

The University has been functioning in a transparent manner. The Right to Information Act 2005 has been implemented at this University in its Syndicate Meeting dated 27.3.2006 (para 4). Any person can get the information relating to this University subject to the various provisions of this Act. The Registrar of the University has been appointed as the Information Officer under this Act. An officer of the rank of Superintendent has also been appointed in the Office of the Registrar for the assistance of Information Officer to deal with the supply of any kind of information under this Act.

In order that most wanted information relating to the University may reach the General Public easily, the following information/documents have been put on Internet on the University Website: www.gndu.ac.in

Apart from that the Syllabi of all the courses, names of the University Departments and the courses being run in these departments, result of various examinations and the Entrance Tests for admission to various courses are given on the Internet.

Any person who desires to obtain any information under this Act shall make a request in writing or through electronic means in Punjabi or English or Hindi. For this purpose he/she will have to deposit application fee of Rs.10/- with the University cash counter or by Indian Postal Order (IPO)/Bank Demand Draft (DD) in favour of Registrar, Guru Nanak Dev University, Amritsar payable at Amritsar. The fee at the following rates shall be charged from the applicant for providing the information demanded by him/her:

  • Rupees two for each page (in A-4 or A-3 size paper) created or copied
  • Actual charge or cost price of a copy in larger size paper
  • Actual cost or price for samples or models
  • For information provided in diskette or floppy rupees fifty per diskette or floppy
  • For information provided in printed form at the price fixed for such publication or rupees two per page of photocopy for extracts from the publication

No fee for inspection of record shall be charged, if such an inspection is made for one hour only. However, if inspection is made for a period of more than one hour, a fee of rupees five shall be charged for every fifteen minutes in excess thereof. A fraction of the period of fifteen minutes shall be construed as a complete period of fifteen minutes and shall be charged as such.

The information sought by any one will be supplied as per the provisions of RTI Act, 2005.

All citizens possess the right to information. Information can be obtained within 30 days from the date of request in a normal case. If information is a matter of life or liberty of a person, it can be obtained within 48 hours from time of request. An appeal against the decision of the Public Information Officer can be made to an officer who is senior in rank.

The following is exempt from disclosure (S. 8)

  • Information, disclosure of which would prejudicially affect the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the State, relation with foreign State or lead to incitement of an offence.
  • Information which has been expressly forbidden to be published by any court of law or tribunal or the disclosure of which may constitute contempt of court.
  • Information, the disclosure of which would cause a breach of privilege of Parliament or the State Legislature.
  • Information including commercial confidence, trade secrets or intellectual property, the disclosure of which would harm the competitive position of a third party, unless the competent authority is satisfied that larger public interest warrants the disclosure of such information.
  • Information available to a person in his fiduciary relationship, unless the competent authority is satisfied that the larger public interest warrants the disclosure of such information.
  • Information received in confidence from foreign Government.
  • Information, the disclosure of which would endanger the life or physical safety of any person or identify the source of information or assistance given in confidence for law enforcement or security purposes.
  • Information which would impede the process of investigation or apprehension or prosecution of offenders.
  • Cabinet papers including records of deliberations of the Council of Ministers, Secretaries and other officers.
  • Information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual.
  • Notwithstanding any of the exemptions listed above, a public authority may allow access to information, if public interest in disclosure outweighs the harm to the protected interests.

Partial disclosure is allowed

Only that part of the record which does not contain any information which is exempt from disclosure and which can reasonably be severed from any part that contains exempt information, may be provided. (S.10)

Amardeep Singh Shergill Memorial College, Mukandpur (SBS Nagar) was taken over by Guru Nanak Dev University, Amritsar on July 4th, 2007 as a University College with the mission to provide quality education to the rural youth. Commencement of professional courses like MCA, MBA and equipment of the college with modern educational tools under the dexterous stewardship of Worthy Vice Chancellor GNDU Amritsar witness that the day is not far when the college will turn into a rural model college. The College was established in 1994 in the memory of Amardeep Singh Shergill, an illustrious student of London School of Economics who passed away in prime of his youth. He was the only son of late Sdrn. Surinder Kaur and S. Gurcharan Singh Shergill, an NRI from England. Instead of getting subdued in grief, the parents decided to serve the noble cause of spreading the light of knowledge amongst rural youth with the help of NRI associates.

Management of this College was taken over by the Guru Nanak Dev University, Amritsar on 10th June 2000. The University has, perhaps, fulfilled its obligation as per provision of the University Act in providing education to the educationally backward area of the Gurdaspur District falling within its jurisdiction. Starting with the admission to only B.A. Part-I class in its first academic session i.e. 2000-2001, we have now students admitted to all the three classes of B.A. The College area sprawling over 256 canals has recently been beautified by removing wild bushes. This has been possible with the kind co-operation of locals and Forest Department. This is our initial adventure and we pledge to maintain its developments in the times to come also. The scenic view of the College is quite pleasant and attractive, the buildings being surrounded by pine trees, saagban (teak) and other ornamental trees.

Bebe Nanaki Girls University College, Fattu Dhinga has been established in the year 2019 keeping in view the importance of girls' education in rural areas. It has been observed that many girls are deprived of basic education in villages, and parents are often not willing to send their wards to far-away places. In celebration of the 550th birth anniversary of Sri Guru Nanak Dev Ji, joint efforts have been made by the Punjab Government and Guru Nanak Dev University, Amritsar to establish a new constituent college in village Fattu Dhinga, Sultanpur Lodhi. The girls shall be groomed in such a manner that they will be able to stand shoulder to shoulder with men in society after attaining education from this college. Education will not be limited to academic development only but will also focus on social and personal well-being. The college, with its state-of-the-art infrastructure, well-equipped laboratories, library, and dedicated faculty, is a boon for this area. The college will run various courses such as B.A., B.Sc. (Non-Medical), B.Sc. (Medical), B.Com, B.C.A., and B.Voc (Fashion Designing). With the earnest efforts of the competent faculty, students will accomplish their academic goals with persistence and will be self-reliant to cope with the pressures of modern times.
